The Agency Workers Directive is expected to mean that "contractors" working through Umbrella Companies will also be classified as workers in the Working Times Regulation 1998.

Strictly speaking contractors working through an Umbrella Company become an employee of the Umbrella Company.

The Agency Workers Directive (AWD) is designed to safeguard vulnerable agency workers and to ensure they receive similar rights and pay as full time employees.
