Will the Tories dilute The Agency Workers Regulations?

With The Agency Workers Regulations (AWR) due to launch 1st October 2011, The Telegraph newspaper claims that David Cameron has researched whether they can be diluted.
The secret research they commissioned concluded that they could be diluted to benefit the employment of agency workers in the UK and hence our economy.
One option could be not to follow the EU Directive at all but this could lead to the UK being subject to enormous fines for doing so.
More likely is a form of dilution from the "gold-plated" version that the UK chose to adopt.
